Functional Responsibility:

Manages a range of small to medium sized engagements, projects or sub-projects within planned timelines, budget, margin, and quality specifications.  Manages the development and integration of discrete deliverables, including analysis and "client ready" written communications and presentations.  Establishes and manages the project plan (development, delivery schedule, resource requirements, 3rd parties, cost budget methodology, tools, standards and quality).  Manages the performance of internal and external service providers in order to ensure the implementation of deliverables and resulting client satisfaction

Qualifications:

Bachelor's degree in any field, .1 year of experience is required.  With an Associate's degree in any field, 1 year of specific experience plus 1 year of general experience are required.  Candidate must be able to work fairly independently with minimal supervision.  Must be able to use software packages such as MS Word, Excel, PowerPoint, and electronic mail effectively.  Must have demonstrated experience in providing administrative support in areas of office management, briefing and deliverable preparation, scheduling, meeting coordination, and copier and fax equipment use.  Assist technographer and facilitator during electronic meetings and surveys, and assist in the completion of the related follow-up activities.  Must have general knowledge of, or experience in LAN servers and facilitation.

Functional Responsibility:

Facilitating planning, agenda setting or research-focused meetings for mid-level and senior managers, policy makers and academic researchers.  As directed work collaboratively with agency or organizational representatives to develop group session formAiTS that can effectively address agency or organizational objectives.  Can serve as supporting facilitator in sessions where the participants’ pool includes senior managers, policy makers and senior researchers.  Can serve as lead facilitator for sessions where the participant pool is primarily mid-level managers and researchers.  When serving as lead facilitator will have responsibility for developing summary reports and documentation deriving from participant input at a session.  Will be able to assist in the development of a plan for an integrated series of meetings to address complex or long-term organizational objectives.

Qualifications:

Organizational development specialist with a minimum of a Master’s Degree in an appropriate field.  For this position, 5-years experience facilitating sessions for senior managers or researchers will be considered equivalent to a Master’s Degree.

Support Specialist 1

Functional Responsibility:

The most senior and experienced technician. Has broad skills and several years of experience in developing, modifying, installing, testing, or operating software/network/communications based applications.  May oversee tasks of limited complexity. Resolves moderately complex problems. Works under minimal supervision and independently performs duties of moderate complexity.

This position supports the management consulting, facilitation, training, and survey teams.  Assists in preparing management plans, reports, and deliverables.  Assists in coordinating schedules to facilitate completion of tasks, training sessions, deliverables, Work Request reviews, briefings, electronic meetings, and surveys. May perform analysis, development, and review of program administrative operating procedures. Orders materials and supplies for consulting, training, facilitation, and survey engagements.

Serves as the contractor's Support manager, and shall be the contractor's authorized point of contact with the government Task Manager.  Under the guidance of the Program Manager, responsible for the overall management of a specific Delivery Order, or, in the case of particularly complex Delivery Orders, responsible for management of a Delivery Order Task under the guidance of the Delivery Order Task Manager. Interfaces with government management personnel, contract managers, and customer agency representatives.

Responsible for formulating and enforcing work standards, assigning contractor schedules, reviewing work quality, communicating policies, purposes, and goals of the organization to subordinates. The Task Manager shall also have demonstrated capability in the overall management of complex tasks, and strong team building skills.

Qualifications:

Bachelors Degree in Computer Science, a Related Technical Field, and/or equivalent practical experience. Must possess a bachelor's degree in a field applicable to this position, i.e., Computer Science, Information Systems, Engineering, Business, or other related scientific or technical discipline. 10 years of progressively more responsible experience is required in both information systems design and management. Alternative qualifications include

(a) a master’s degree may be substituted for 2 years of this experience, or

(b) no degree is required with 15 years of progressively responsible experience.
