Overview of Services
Strategic, Business, and Action Planning:
AITS offers a full-range of support services aimed at assisting
organizations to systematically identify their mission,
vision, long-term goals, objectives and strategies for conducting
business in the future. This includes, but is not limited
to:
facilitation of planning sessions; identifying elements
of the plan; drafting proposed mission statements and objectives;
preparing detailed analyses of customers and stakeholders;
program planning and assessment for developing performance
measures and metrics to assess attainment of stated goals
and objectives; developing project timelines; identifying
key business processes; aligning business processes and
business systems with stated goals and objectives; long-range
business planning; and implementation approach development.
Information Systems Assessments:
AITS offers services in the comprehensive assessment of
information systems and information system technologies.
This includes, but is not limited to:
development, analysis, and implementation of information
technology strategies and architectures; risk/trade-off
analyses; requirements analyses; feasibility studies; data
architecture modeling; process modeling; definition of critical
success factors; determination of key performance indicators
(KPI); KPI measurement; economic evaluations (benefit/cost,
activity based costing, cycles times).
Performance Measures and Indicators:
AITS offers services for performance measurement
to include:
GPRA measurement, reporting and planning; identification
of key performance indicators (KPI); development of performance
measurement systems; KPI measurement; KPI targeting; training
and facilitation; and performance based budgeting.
AITS assists client organizations in successfully applying
performance measurement frameworks that are based on a logically
consistent set of concepts and vocabulary. This framework
guides our clients' projects, enhances their understanding
of performance management, and assures that all performance
issues are thoroughly addressed in a quality manner.
Process and Productivity Improvements/BPR:
AITS offers services for the planning, analysis, development, and implementation of improvements in the flow of business, work, program processes, tool utilization, and productivity. This includes, but is not limited to:
BPR program development; business process identification and analysis; activity based costing; simulation of business processes; problem identification and analysis; benchmarking; business process improvements; technology assessments; alternatives identification; change management; ISO 9000; ISO 14000; integration of workforce and information technology; and organizational development strategies.
While many consultants use rigid proprietary process improvement services that are force-fit to the client’s improvement needs, AITS assesses the clients' particular situation and develops a methodology that meets the unique needs of the client to elicit maximum improvement while protecting program integrity. We also promote client understanding of process improvement methods, tools and techniques so that the client can successfully implement business solutions.
Organizational/Management Assessments and Analysis:
AITS offers comprehensive services in the definition and implementation of measures and practices that support the systematic elimination or reduction of barriers to organizational excellence. These services include, but are not limited to:
workflow analyses; structural analyses; best practices benchmarking; cost benefit/cost effectiveness analyses; resource evaluations; training and facilitation; and mission/organization alignment.
AITS uses a multi-faceted approach to organizational/management assessments that is tailored to the specific requirements of the client. The ability to design and implement an efficient and effective approach is critical to the success of the assessment. In most instances, knowledge of key policy issues and an understanding of the objectives and constraints of the proposed analysis form the basis of the approach. Understanding the objectives and constraints means knowing the specific problems and questions to be addressed, the policy context, organizational issues, management issues, the intended audience, and reporting deadlines.
Program Evaluations and Audits:
AITS offers services for the evaluation and auditing of
government programs to include: performance evaluations;
needs assessments; evaluability assessments; outcome assessments;
impact assessments; cost effectiveness evaluations; and
cost/benefit analyses. AITS uses a variety of both quantitative
and qualitative techniques to conduct its evaluations. These
include the design and implementation of surveys, structured
interviews, manual and automated data retrieval, on-site
observations, and a wide variety of statistical and econometric
analyses. In designing the evaluations and choosing methodologies,
we take into account the variety of factors that might impact
the scope of the study. Our goal is to craft a study design
that ensures that client requirements are addressed at the
highest level of quality within the available time and funding.
Best Practices/Benchmarking:
AITS offers support in the measurement of an organization’s
products, services, and practices against known leaders
in the field. This support includes identifying processes
to be benchmarked; survey and evaluation of other organizations;
determining best practices; and comparison and evaluation.
AITS has found that best practices analyses can be used
to measure the success of organizational practices over
time, provide data for effective program management, and
provide data to support continued program funding. Assessment
activities using best practices and obstacles can be used
to incorporate performance measures that focus on results
and outcomes rather than process; use fiscal and staff resources
most effectively; obtain data needed for decision making;
encourage the integration of functions across organizations;
implement new or improved work methods and processes; focus
resources and operations on cost-effective mission accomplishment;
and determine the impact of proposed policies and strategies
on internal and external requirements, the mission, and
existing programs.
